Elfwood - Elfwood has fantasy and science fiction art and fiction. Anyone can sign up for a gallery there. Though not dragon-specific, if you search it for dragons you’ll get a lot of results.

Newsgroup: alt.fan.dragons - Link opens in a newsreader (if possible). AFD is a large dragon community, centered around a newsgroup.
NGfL: The Lambton Worm - There are sound files of the folksong, clipart and literacy activities based around the legend, aimed at younger children.
